Commission writes in provisions to opt out
The commission charged with studying the expansion of Medicaid in New Hampshire has recommended the state legislature expand the program to all adults earning up to 138 percent of the federal poverty level. Two provisions are: the state will pay to keep employed poor adults on their employer’s private insurance if it is more cost effective than Medicaid and the ability to pare back the expansion of the program if the federal government backs out of its obligation as outlined in ACA funding of expanded Medicaid.
